REMOTE SENSING CENTER
Vietnam Remote Sensing Center (VNRSC) is a state organization
under Ministry of Natural Resources and Environment (MoNRE)
with functions as monitoring of natural resources and environment
by remote sensing technology for MoNRE state management,
for civil economic organizations; application researching
and transfer of remote sensing technology in the field of
natural resources and environment.
FUNCTIONS
AND RESPONSIBILITIES
Application of remote sensing technology for investigation,
monitoring of natural resources and environment such as
land resource, water resource, mineral resource, natural
resources exploitation, environmental phenomenon, hydro-meteorological
phenomenon, calamity, geological accidents;
Building up and submitting to the MoNRE the long term plan,
5-year plan and annual plan for remote sensing technology
development;
Receiving, processing, archiving, managing and providing
of remote sensing images and products information for natural
resources and environment management;
Establishing and updating national topographic map system
by remote sensing technology for territorial planning and
management;
Establishment of remote sensing database and geographical
information system (GIS) for economic development and management;
Research, application and development of remote sensing
technology for natural resources and environment monitoring;
Creating technical standards, regulations and procedures;
contribution to creation of technical economic norms for
remote sensing activities;
Implementation of scientific researches, projects, programs
in cooperation with international organizations, countries
in remote sensing fields; research and application of remote
sensing technology in combination with geomatic for determination
of crust changes and for calamity monitoring prediction;
Application of remote sensing technology and other advanced
technologies for creation of DEM, Atlas and thematic maps;
Supply of satellite images and value added products, services
of consultancy, remote sensing and GIS technology transfer
to other organizations domestic and oversea in compliance
with legislations;
Making statistics and reports on tasks assigned by Ministry
periodically and at request;
Management and organization of staffs, finance, property
of VNRSC;
Carrying out other tasks assigned by Minister.

IN SCIENCE - TECHNOLOGY
Vietnam Remote Sensing Center is equipped with modern equipments
and with a complete advanced technology system for satellite
images receiving and processing, for establishing and updating
of topographical maps, cadastral maps, thematic maps, for
applications of geographical information system (GIS) and
database management.
Outdoor equipments:

Indoor equipments:
- Aerial film scanner Vexcel 3000;
- Color map scanner A0 SG 9600, OCE GRAPHIC 4600;

Satellite image receiving technology:
using MULTISAT-NG software (EADS - France)
A chain of satellite image processing used for geometric
rectification, color spectral processing, radar image processing,
3D satellite image processing, for establishment of digital
elevation model (DEM) and multi-spectral satellite images
at high and super-high resolution. This chain consists of
image processing equipments such as SUN ULTRA 60, SUN UNTRA
SPARC DEC ALPHA 64bit , MACINTOSH, DEL, HP and software
packages as PRODIGEO, SPACEMAT, OCAPI, MULTISCOPE, CORREL/IGN,
DRY, NUAGE (France); ENVI (United States)...

Satellite Ground Receiving
Station

Satellite Ground Receiving Station (VNGS) is one component
of the Environment and Natural Resources Monitoring System
in Vietnam located in Minh Khai commune, Tu Liem district,
Hanoi, which is under management and operation of Remote
Sensing Center.
VNGS supplies all kind of imagery data for civil organization
all over the country for investigation, planning of natural
resources and environment, environment monitoring, calamities
warning and supporting rescue activities in a case disaster.
VNGS can supply : SPOT 2,4,5 (HRV, HRVIR and HRG) and ENVISAT
(ASAR and MERIS).
